"Super fast broadband continues to be rolled out" - very very slowly, in fact much of the country struggles with super slow broadband.

"Given that, what is to prevent it" - cost of obtaining meaningful rights and ability to sell the streams - 19 of 22 championship clubs are already up in arms over the latest 5 year tv deal, they are considering suing the EFL management over the deal - part of the problem is the pseudo-streaming of championship mid-week games with attendances falling.
