Capita collects the fee and takes 3p per £1 for administration costs.

The vast majority goes to the BBC, other recipients are:
- The World Service (used to be Government funded)
- Funding Jeremy Hunt's vanity project of local TV channels
- UK broadband rollout
- S4C
