A headline in today's FT "Brussels willing to accept ‘fudge’ on Brexit pact Vague declaration on future ties would help Theresa May avoid ‘no deal’ departure" (Google to read the full article) suggests a no-deal is less likely.

The documents in question were internal planning documents from two councils in Kent. Do you honestly think that if you're not threatening the EU with no-deal then you should be aware of its ramifications and plan for them accordingly?
