The guy really should read up on what NATO is and how it works. Seems to think that the GDP spend from each country goes in to some kind of slush fund accessed by all countries. So thinks that the USA has paid more to it than everyone else and is there for owed money back.
It's actually a % GDP of each country spent on their own defence.
