It seems to me that the ability to stream effectively is dependent on having a good broadband connection as well as the quality of the stream itself. Until the whole of the UK has access to superfast broadband, there will always be a significant level of dissatisfaction at the quality of streaming (or its total non availability).

That doesn't mean that the problems we have today are necessarily the same problems as we will get in a few years' time. If the PL is actively considering this as an option, then perhaps this idea is not as problematical as you think it is. Today's problems are often tomorrow's jokes.
