na, if there was an upgrade you may get some sporadic downtime for a few days while they do various bits of work and they take you offline or you may get a crappy connection if they move you to a different line card temporarily etc and you move to a different channel group but that would all be short term. The fact that your ping is good and your upload speed is perfect leads me to believe that it is downstream congestion as Kosh said (i.e. too many peeps downloading stuff at the same time).

Although VM technically won't class this as poor performance/a fault I admit that I wouldn't be a happy bunny if I was paying for 200mbits and averaging 60. If this continues to happen I would ring customer services and tell them you want to go back down to 100mbits and they'll probably give you a discount to stay on 200mbits and put you through to somebody who know what they are talking about in tech support who will be able to look at the utilisation in your area and the bandwidth saturation to see if there is an issue. There are background monitoring services running on the network which automatically flag congestion/utilisation issues and this doesn't come anywhere near to approaching that threshold unfortunately.
