He's either
i) Not worked out how soft power works.
ii) Realised he won't get away with cuts in this area but appreciates he has everything to gain by pretending to try. In this way, he will be seen by his supporters as trying to save money in unnecessary areas and they'll be happy.

Also I see you're missing the point he is travelling to one of his properties so he won't have accommodation costs to pay, so not quite the same costs of Obama. So while yes, Obama would have racked up costs with Air Force One, he would also have to pay for the accommodation as well.

You can't just knock everything back because the primary source is unavailable, that's impossibly unrealistic. You have to take what's available and take an informed view.
