Cyclists do pay to use the roads; roads are maintained through general taxation. Cyclists don't have licences and not all cyclists are car drivers. Do you know what it would cost to administer such a system for bikes? Do you think it could be successfully policed? Would children need a cycle license? What happens if a 12 year old gets 12 points? You would ban them from cycling? Do you think your plans might discourage cycling which is important for health and fitness especially for obese children?
