Cyclists do pay to use the roads; roads are maintained through general taxation. In fact, there is no road tax paid by anyone as such, there is a tax on vehicle emissions and bicycles don't emit anything toxic (the riders might!) so cyclists contribute in the same way as motorists. Cyclists don't have licences and not all cyclists are car drivers. Do you know what it would cost to administer such a system for bikes? Do you think it could be successfully policed? Would children need a cycle license? What happens if a 12 year old gets 12 points? You would ban them from cycling? Do you think your plans might discourage cycling which is important for health and fitness especially for obese children?

I don't know any cyclists who 'start arguments' with cars. Cyclists know the likely outcome. That is sort of the whole point behind this thread if you read the title.
