most H&S "law" isnt law at all. The HSE dosnt actually make law just recommendations. It is absulutly fine to breach
most HSE reccommendation providing you carry out a risk assesiment and mittigate those risks. FYI most HSE reccommendations dealing with at height deal with above
head height (though items of weight (25kg+) are from ground). I'm so glad im self empolyed. i dont need to give a crap about HSE, as long as my finished product is safe how i do it dont matter
