yes it is and that is why you can disable web access and you should create and very strong password if you leave it enabled. I don't know about the shub but most good routers provide you with an additional layer of security by creating an access control list and restricting admin access to a certain ip address (e.g. you could set your home ip so only you could access the shub from home).
