It is not just social services that issue vouchers. No proof of anything is required. Their use is limited to around 3 times a year. so not exactly a long term solution to anyone. There have been TV documentaries(ie more than 1), where people have been eligible for a food voucher simply because the person decided to spend all their money on booze. There was even one case where the person was SOBER, but DECIDED to blow all his money on booze.

Perhaps the increased number of food banks was caused by an increase in demand caused by need due to the cuts. Just a thought
