That sounds like something unrelated to the current tests.
There are various miscellaneous test transport streams in various regions, such as the Frequency Tests on TS IDs 301 to 304 (no EIT data, but the channels carry similar content to the VM Preview channels), the 4KTV test on TS ID 389 (EIT description is "Getting the most from Virgin Media" - the same description as EPG 999 Virgin iD) and other tests on TS ID 399 (the EIT data indicates that these are duplicates of BBC / ITV / C4 channels).
