Unfortunately a LION battery with enough power to go say 300 miles is your basic bomb. Imagine a Note 7 on stearoids and a LION fire only gets worse if you put water on it.

Hydrogen fuel cells with a separate hydride storage cyclinder(s) is much safer IMHO.

Allowing them down a one-way street the wrong way is a disaster in waiting, people entering from side turnings may not look the "wrong way" and pull out infront of them.
2 corrections...

I would say more like an incendery device then a bomb. a bomb gose bang and releases all its energy in 1 go (LPG powered vehicle would be a bomb) LiON would simply continue burning till its energy is depleated.

More importantly, Water is perfictly safe (and is infact the recommended method in some industrys (airlines) ) for putting out LiON fires as the water will smother the flame wile at the same time cooling the battery hulting the thermal runaway. LiON contain very little (almost none) matallic Lithium that basic chemistry lessions on Lithium + water dosnt apply
