As well as the SNR issue above you only have a marginal single upstream channel on QAM32. Power level is too high for a reliable connection and is probably resulting in high packet loss and consequent poor speeds.
If there are no wiring issues as suggested above and no return path attenuators on the back of the hub you'll need a tech visit.
