They did do a test yes. They found nothing wrong. I logged into my work machine remotely and we use 150Mb Virgin at work (my works is approx 10 miles from me) and the same issue happens there! Speeds were around 8 - 20Mbps it changes in that range a lot.
I think that confirms that it is indeed just congestion. I will phone Virgin again tonight when the Internet slows down again because they
may not be aware of congestion somewhere along the network.
