Downstream is a little high but if it's not giving grief I wouldn't worry about it. I didn't think it was a network SNR fault (I used to be a VM network engineer). Seems like it was like you said a faulty splitter/Iso or maybe a bit of braiding around the "stinger" on the cable. If you get anymore grief first thing to try would be a 6db wideband attenuator to get your levels closer to spec, but upstream levels are much more important than downstream (for stability).
