On 200mbits games you are 20mbits up with no traffic management in effect. That doesn't mean you are going to get 20mbits up all the time though because you are not immune to congestion. As an example, I don't even need to worry about hitting the thresholds for stm to kick in because I can only get 300k/sec up.
