Now TV duplicates the content that you get via the main pay services of Virgin Media and Sky, so there isn't any reason for it to exist on their main TV boxes.

I would just say this. Virgin is denying its customers access to Sky Atlantic and ITV Encore by taking this stance and many are subscribing separately to Now TV via other devices (for me, through the Roku). The idea of adding Now TV to the Tivo would be an attractive feature for many.
If Virgin was worried about its subscribers taking a decision to downgrade their VM TV packages to take Now TV instead, they could easily simply make Now TV available exclusively to VM's VIP customers.
I agree that the addition of Now TV to the streaming services offered by VM is unlikely to happen, but many would welcome this as a means to bringing Sky Atlantic to them without having to move to Sky.
Clearly, Sky wouldn't need to offer it on the Sky Q box because those customers can access SA from their EPG.
