Why is it interesting? The National Lottery is a national initiative set up by central government to fund sport at a national level, and good causes locally. it has precisely zilch-all to do with the provision of local community leisure facilities by councils and never has had; the apparent contrast is entirely spurious. You might as well say it's interesting that my neighbour drives a Range Rover while I have a golf.
