That and the fact that they are only likely to be profitable during the watershed hours. VM tends not to have multiple part time channels available to time share with these services, so effectively they would take up any capacity 24/7. A quick check indicates that most of the Adult channels currently on VM don't time share with other channels.
Quite expensive for VM to allocate a 24/7 slot to a FTA overnight service with no subscription income and expensive for the provider if VM passes on the full cost.
