that is what I was just going to say. My MSI motherboard has got a smart app for the NIC and it was automatically set to throttle to 100mbits and enabled. It took me ages to work out what was wrong when I first got my pc and couldn't get more then 100mbits.

Some routers will automatically do speed tests/test your connection to ascertain what you connection speed and you will either have to manually override the result or just disable the feature.
