Guns are not the problem people are the problem there were plenty of firearms in the UK pre hungerford that never caused a problem because we put more emphasis on the person that owned the gun. In both hungerford and dunblane the police failed badly and rather then address the minor faults with the system we knee jerked and outlawed whole groups of firearms taking them out of legal hands creating a black market and making criminals the largest firearm owning group of citizens.

There is a happy medium and hopefully in time both the US and the UK will arrive there.
