I think he referring to the 3 out of 9 Welsh players who were born in England out of the total squad, yes 9'players born and bred in England to at least 1 English parent. Including Gareth Bale an some even have old school books stating the dream to play for England.
To be honest it's a great result for the Welsh team, the disallowed penalty and free kick will always cloud the result however far they get. But hey, just enjoy it lol.

You never get a yellow for your first yellowable offence. You get it after a warning or 2! You may however get a yellow for a serious offence early in the game instead of a red.
