I am certain the rich wont like that, we will get hit. And sadly the welfare budget will get hit again.

No money being saved from the EU as we are still members. If we left and wanted to trade with them, we'd still have to fund them so forget that money.
The inability to sell the Government's stakes in Lloyds Bank and RBS, the falling Pound, standstill in investment will all hit total tax receipts so the Government will try and make up the shortfall in the two ways you mentioned. Unfortunately, Project Fear is becoming Project Reality.
