10% of customers need to hit that download speed at peak times I believe.

May be changing at some point soon though, seems to be a drive with the politicians. Will probably end up at something ridiculous causing headline speeds to be dropped hugely, politicians to then panic about their sales pitches on broadband failing, and another change.
