I've not worded it brilliantly, what I mean is they aim to give you your full speed 24/7 and don't
deliberately limit it, as the agent apparently claimed. You are right to say that congestion will happen at peak times occasionally, but there is a point when it's too much congestion and gets raised as an issue to be fixed (however long that takes), which I class as a "fault" because it's a fault ticket, but perhaps fault isn't the correct term.
Either way, if congestion is getting so bad it's impacting your service (i.e. you're struggling to stream stuff or play a game), then yeah Virgin needs to sort it. If your 200mbit is only getting 180Mbit at 8pm, well suck it up.
