How many goals has Rooney scored in International finals where they're needed most? He's no Lineker or Shearer whom both scored more in one competition iirc than Rooney's combined tournament's. Unfortunately that has to change and you throw form players and youth in the mix. Again Vardy and Kane for the nod with Alli kicking about.
I don't really think it comes down to not being good enough bit rather far better options to choose from at present.

The problem with going with Kane, Vardy and Alli is that you have zero experience, no experience playing in major tournaments, for England or even European club football. There's actually very little experience in this England squad, that's why Rooney would be the first name on the team sheet for me. I think people have been extremely harsh on him this season, he started off badly but was on a good run of form before he had a long period out injured. He's come back and played very well, the last two games in particular. I would play him just behind Kane, or maybe a deeper role. I think he will prove a lot of people wrong this summer.
