It's 'on the table' so to speak. I believe Norway has to accept it for example.
I would be strongly cautious about evaluating Norway's deal. Remember their politicians tried to steamroll them into the EU and were denied by a referendum. The politicians, accordingly, basically went in for a deal that had many of the costs of membership as that's where they were convinced the country was going.
