On balance, if it's a case of one or the other, I'd prefer to keep the download speed, which is substantially better than it ever has been on our long line. But I don't mind giving India a call if my upload can be improved without wrecking the download.
From what I understand upload on a plain ADSL line (rather than ADSL2) should always sync at 448 unless there's a problem on the line.

If your router allows you to, could you post up the ADSL line stats (line attenuation, noise margin and the like)?

Another thing to check is the BT Wholesale speed test (http://speedtest.btwholesale.com/). Go through to "further diagnostics" and enter the phone line number, and note what the IP profile for the line is after the test runs.
