It may not be enforceable in law, but it's worth remembering that as it's on private property, the owners (or their representatives) can ask you to leave and they don't necessarily need a reason, but breaking any rules they have is a good one.
Of whether the 5mph rule is justified or not is another matter. We have a 5mph limit on the roads in our campus, but the grounds of the campus (including those roads) are open to the public, so we have a *lot* of pedestrians walking up and down the roads (which are not all paved). In our case, I would say the 5mph rule *is* justified.
