With respect, I think you've missed, Chad's, the OP's point. He seems to agree with your perceptions of the channel a few years ago "Premier Sports has always struck me as a bit of a tinpot channel. Very niche sports rights."
However, his point is that it has now changed "I'm not sure what's happened in the past week but they've swooped in and picked up decent events."
So, describing how Premier Sports was before is irrelevant as Chad's post is all about how Premier Sports seems to have changed.

I don't think Premier Sports is currently attractive enough to go into a pack but if it carries on acquiring better sports rights then I could see it being as strong as Eurosport and packaged accordingly.
