If I had a stable connection with bad power levels I'd just get on with using it but currently I'm only getting 10mb which is unacceptable. if it wasn't for the bad power levels I would probably assume it's an oversubscription issue in my area but if there's a chance correcting my power levels will fix it I'm going to try that rather than making do with a bad connection. I could stick with infinity if i was happy with a sub 40mb connection lol.

Like I said, power levels won't cause slow speeds
only during peak time. So you definitely have either an over-utilisation issue, or an SNR fault. SNR fault's aren't peak time specific either, they're intermittent and random. So guess what is most likely... Sorry for the bad news.
