Yes, you will experience problems with levels like that. The further out of range the levels the higher the SNR you will need to stay reliable. So any slight dips in SNR (RxMER) will increase unreliability.

Hence the further outside the -6 to +10 range you are the more unreliable your connection is. Which explains the speed dropping to very low then suddenly normal figures.

Peak times are not so relevant in that context, except for any variances in SNR. You could just as easily have low speeds and/or disconnections at 4am with those power levels, but most of the time it should be ok.

Having your levels close to zero won't improve things further if you already have good enough SNR to support anywhere in the acceptable power range, which you do.

There's no problem with your post-rs errors, as they were from boot time.

Doesn't look like any problem with his post-rs errors to me ; They haven't changed from one set of downstream stats to the next.
