Vista should work to all intents and purposes the same as Windows 7 in this case.

Your CPU is more than capable of 300Mb+ (I'm running 300Mb on a slightly lower spec processer than you).

Note: 3GB is WAAY too low for Vista/7 and will be thrashing the hard disk all the time, slowing your computer down. Get some more RAM! I have 6 GB and recommend 8 GB. Check Windows Resource Monitor while running a speed test to see if the Disk activity is maxing out.

Anyway, either you screwed something up with the last optimiser that TCP optimiser had to fix, or your area is over-utilised like I've been saying all along.
