Unfortunately, this is unlikely to change anytime soon. ITV Digital (the predecessor to Freeview) failed because while they outbid Sky for a lot of football rights, a hacker allegedly employed by NDS, a News Corp subsidiary at the time cracked the encryption used by, amongst others, ITV Digital to protect their pay per view events.
