You're thinking of it the wrong way round for LRS.

Line rental over 12 months is going from £203.88 (£16.99 x 12) to £215.88 (£17.99 x 12)

The payment for LRS is increasing as you said, but you still do save:

The previous saving was £39.88 over 12 months.
The new saving will be £31.88 over 12 months.

The calculations exclude any other line rental increases over the 12 month period you've pay LRS for.
