Likely to be money, & channel space. The BBC1 varients are carried mainly because of the regional news content. There is little incentive for VM to carry any others. BBC channels are paid for by the licence fee. VM is obliged to carry core BBC1 & 2 services, but I doubt they would get any revenue from the BBC for carrying the others.
Also some programmes have rights issues & can only be shown in that region. This means that Virgin actually has to decode two versions of each region at the SHE in Langley. The one meant for viewers inside the region, & the one for customers outside, that is blocked when restricted programmes are shown.
