Either they're late and the date gets pushed back or the product released isn't quite finished.. Oh I dunno, my phone was released on time. Windows Vista/7/8/10 was released on time. Just Cause 3 was released on time. Most things had a few bugs for some people, not unlike VM's broadband. I'd hardly say anything was "not functional at all".
