An international enquiry into the legality of the war isn't going to happen. The mistakes in the execution of the aftermath, that led to the creation of ISIS, are well-understood, but the fact is that neither Blair nor Bush or the leaders of the other 38 participating countries ordered their troops to kill prisoners.
