Hard to be sure- but I do find the 50 Mb/s service in routed subnet mode 100% reliable. However I have seen reports here of others have the problem of lost settings. I have not experienced that problem. I had a theory the it maybe the fact in routed subnet mode the Superhub is not performing any NAT. I wondered if that was a factor over time in it losing it's settings.

If you can live with the current service until February that's when you should see an improvement (hopefully!) and can have fixed IP on the faster speeds.

At least one person here has bought a cheap time clock and has the power cut to the superhub once a day for a minute to reset it which seems to keep it working well.

Either way though if you need to get a publicly routable IP address on your Cisco router you will need a routed subnet or the non Static option so you can use modem mode....
