I'm only aware of Plusnet selling 2Mb on the 38Mb FTTC product. An overcompensation for them being stupid enough to buy the 76Mb product from Openreach and sell it as 38Mb so that they could advertise a 19Mb upstream.

The vast majority sell the 10Mb upstream.

BT have to make money from broadband, Sky subsidise it. They'll likely be cheaper.
