There are various speed tests available to users some test the network (usually linked to the provider) some are connection. I am using WHICH & BT as a baseline and up 4 others at random at same time to check. Unfortunately it is not always clear what is what.
No there are no speed tests available to users to test the network. You can only test your own connection, nothing else. The network impacts on your connection, obviously, but you cannot test 'the network'.

If you're running a bunch of speed tests at the same time this may go some way towards explaining the results of the tests.

As would your use of Which as a baseline.



Pretty good given my connection is ~64Mb/s down and 19Mb/s up.
