That's not roaming, and has nothing to do with the "Roaming aggressiveness" setting you were talking about before.

Using the same SSID for all doesn't seem to help on Windows (with the above setting). I just connected to one box and then moved the laptop to the other end of the house, at -80dB and 11Mbps it is still hanging on to the first one even though situated right next to the other box with the same SSID and enough signal to reheat my cup of tea. Damn things never quite drop.

Not all APs and drivers support roaming properly.
