Your experience seems to match my own, I think the Windows roaming stuff works better between multiple APs from physically different devices - or it may just be I like my laptop Intel Proset utilities which lets you know all the APs broadcasting with same ID, and you tend not to move a laptop around as much as phone/tablet. The users experience very dependent on their device wireless client hardware/driver software.
