We are running a balance of payments deficit with the rest of the world. With that in mind the funding for such things has to come from the UK taxpayer. This comes either via spending current taxation receipts or by promising future taxpayer funds via debt issue.

So, it's entirely accurate that the UK taxpayer is paying our foreign aid budget until such a time as our balance of payments is in surplus sufficiently to cover it.
