The gentleman is connected to the old DOCSIS 1.1 network.

Note the downstream frequency, 339MHz, and the symbol rate on both downstream and upstream. Downstream is a DOCSIS, not EuroDOCSIS, channel, and upstream is a 1.6MHz wide channel rather than the 6.4MHz that all the DOCSIS 3 networks use.
