Trials of a workaround were done, but I am not aware of any fixed-line provider that has deployed CG-NAT.
The method in which operators make the change to IPv6 obviously is slightly different as there are other ways than pure dual-stack but it is happening now, finally, and is gaining pace. The sticking point for many was CPE, not such an issue now.
