Not quite. If it wasn't for the fact that there is a hotspot in that location they probably wouldn't be using anything at that time.

However, I agree that this new provision is unlikely to impinge significantly or indeed noticeably on a local network in residential areas. Station and airport hotspots will have been set up with discrete purpose-built network connections.
