I may be missing something here, but by that logic - 100% utilisation for 5 hours is nigh on 21% of the time, excluding weekends when it may be even worse. That breaches the 90/10 threshold quite substantially. I get your point entirely and agree with it - but my maths suggest your example would also breach.
