No and pretty much no respectively. It's really hard to find anything out right now which is something they need to sort.
Have a look at
http://roadworks.org and see if they are doing anything in the next 3 months in your area.
Be aware a bunch of people in this area received that email from VM and shouldn't have as they aren't in the expansion plans.
